The Instructions page manages the baseline system instructions that apply across orchestrator and specialist agents.

This surface matters because not every behavior change should require editing every role individually. Some changes belong in a shared instruction baseline.

This page controls the shared prompt scaffold that sits above playbook-specific prose. It is the operator surface for changing global agent behavior without reaching into every role definition separately.

That makes experimentation safer too. Operators can compare drafts, restore known-good versions, and understand what changed.
