The Instructions page manages the baseline system instructions that apply across orchestrator and specialist agents.
This surface matters because not every behavior change should require editing every role individually. Some changes belong in a shared instruction baseline.

Why It Matters

That makes experimentation safer too. Operators can compare drafts, restore known-good versions, and understand what changed.

- it complements Playbooks And Authoring, which define workflow-specific process intent

That makes this page the right place for shared posture changes such as global instruction style, cross-cutting safeguards, or baseline operator expectations that should apply everywhere.
